The General Assembly has authorized the Office of Administration to transfer up to $750 million in federal funds from the State Emergency Management Federal Stimulus Fund to the General Revenue Fund for cash-flow assistance. These transferred funds must be repaid to the State Emergency Management Federal Stimulus Fund. The Office of Administration transferred $250 million in May 2020. The Office of Administration repaid the $250 million in December 2020, plus $200,111 in earned interest in February 2021.
*Reflects Department of Social Services program activity, primarily for the Medical Assistance Program (Medicaid), Children's Health Insurance Program, and some other public assistance programs. In general, these expenditures have been incurred since July 2020, and reflect a temporary COVID-19-related increase in the state's matching rate.
